Parallel Vote Counting
during the elections in Ukraine
Purposes of Parallel Vote Counting (PVC):
1. PVC, obtain and publish data of polling stations previously Central Election Committee (CEC), at the time of announcement of the results on the polling stations.
2. Control of the electoral process in steps:
- The operation of each polling station;
- Counting in each polling station;
- The coincidence of protocols, that are provided to the observers on the polling stations with protocols transferred to the DEC (District Electoral Committee). This excludes the substitution of protocols on the way to the DEC. (This item requires the presence of candidate/party observer in the DEC);
- The coincidence of data, that were provided to the observers on the polling stations with data that would be unveiled in the CEC.
3. Control of staff reaction to problems in real-time during the voting process.
4. Direct advertising of actions of the candidate/party at the time of voting.
Additional targets of PVC:
1. Analysis of work quality of the staffs.
2. Creating a white / black lists of observers after the end of voting.
3. Control of money paid to observers (paying only to those who worked and performed tasks assigned to him).
4. Control of protocols, which are sent to territorial constituency, if final data (that are provided by the observers) on the results of the voting on the polling station do not match the checksums, ie protocol clearly will not be accepted in territorial constituency, observers warn that the protocol is not true, and hence his work is not complete, because the votes in polling station must be recounted. Observer can convey this information to the commission and to initiate a recount, or must wait for their return from territorial constituency for recounting later.
Necessary conditions for high-quality PVC:
1. The presence of observers at each polling station, they must have a mobile phone with money on it.
2. Creating in staffs a complete and influential vertical, who will be responsible for holding of PVC. It provides us the possibility to solve the problem (if there is a problem with the organization or individual workers) in a timely manner in the local staffs, regional staffs, and in the extreme case - at the level of the central staff.
3. Giving us rights and opportunities for training employees in the staffs and prepare them for PVC. Training includes multiple stages of testing their PC knowledge level and knowledge of Web-portal created for timely warning of the central staffs about the problem or about the requirements to replace the employee.
